Disciplinary Rules and Regulations

In accordance with Regulation 4 of the 91proÊÓÆµ (Students) (Conduct & Discipline) Regulations, the Principal hereby issues the following Disciplinary Rules for the maintenance and enforcement of discipline among students. Violation of any provision of the Code of Conduct may subject students to disciplinary action. Students who abet a violation of the Disciplinary Rules or Code of Conduct, whether by instigating, aiding, or encouraging such violation, shall be subject to disciplinary action. Abetment is considered an offence regardless of whether the primary violation is completed, and disciplinary measures will be determined based on the nature and extent of the abetment.

Vaping or possession of a vape

Note: Students caught for vaping-related offences will be referred to the Health Sciences Authority for further enforcement action.

  • $500 composition fine (<18 yrs old)/ $700 composition fine (≥18 yrs old) ​by HSA
  • Warning letter
  • Institution-based fine of up to $100 and/or Corrective Service Order (CSO) of min. 8 hours
  • Withdrawal of privileges# for at least 1 semester
  • Mandatory rehabilitation programme (outpatient/ community) for 3 months
  • Warning letter
  • Institution-based fine of up to $200 and/or CSO of min. 16 hours
  • Withdrawal of privileges# for at least 2 semesters
  • Prosecution and subject to a maximum fine of $2,000 under Tobacco (Control of Advertisements and Sale) Act (TCASA)

  • Suspension for 1 semester
  • Withdrawal of privileges# for at least 2 semesters upon return from suspension

Vaping or possession of a vape with etomidate

Note: Students caught for vaping-related offences will be referred to the Health Sciences Authority for further enforcement action.

  • $500 composition fine (<18 yrs old)/ $700 composition fine (≥18 yrs old) ​by HSA
  • Mandatory rehabilitation programme for up to 6 months
  • Warning letter
  • Institution-based fine of up to $300 and/or CSO of min. 24 hours
  • Withdrawal of privileges# for at least 2 semesters
  • Mandatory supervision for 6 months (including drug testing and rehabilitation), under Misuse of Drugs Act (MDA)
  • Warning letter
  • Institution-based fine of up to $600 and/or CSO of min. 48 hours
  • Suspension for 1 semester
  • Withdrawal of privileges# for at least 2 semesters upon return from suspension
  • Admission to Drug Rehabilitation Centre (residential), followed by mandatory supervision (including drug testing and rehabilitation), for 12 months under MDA
  • Dismissal

Examples of privileges include (but are not limited to) student leadership, institutional representation in competitions, participation in overseas opportunities, scholarships, and/or awards.

Notes:

  1. Where a student is reported to have committed a disciplinary offence, the matter would be referred to the 91proÊÓÆµ Disciplinary Investigation Officer to investigate.
  2. If it is reported to the Principal that a student has committed a disciplinary offence, the Principal can decide to convene an 91proÊÓÆµ Student Disciplinary Committee inquiry to hear the case.
  3. Penalties that can be meted out to a student include, a fine not exceeding $250, work relating to the course, suspension or dismissal from the Polytechnic.
  4.  In the case of a full-time student (below 21 years old), the parents/guardian shall be informed of the student's misconduct. Whenever necessary, the student concerned shall be counselled by the Director or the Student Counsellor.
  5. Any fines imposed shall be paid to the 91proÊÓÆµ within seven days after it is imposed and a copy of the receipt shown to the Disciplinary Investigation Officer or the School Disciplinary Officer as proof of payment. Failure to pay the fine within the seven days shall be reported to the Principal who may take such action as he thinks fit. Failure to fulfil any penalty meted out could result in the student's diploma being withheld.
  6. In addition to the penalties stipulated above, 91proÊÓÆµ may impose other measures which may include:
    • Counselling
    • Withdrawal of privileges for major disciplinary offences which could include student leadership, institutional representation, participation in overseas opportunities, scholarships and awards (as eligibility criteria would have been breached). In the table, all offences heard by the Student Disciplinary Committee (SDC) are considered major. All forgery offences whether or not heard by the SDC are also considered as major offences.
    • Filing a report with the police / other agencies

    Appeal Against Suspension

     In accordance with Regulation 8 of the 91proÊÓÆµ (Students) (Conduct & Discipline) Regulations, a student who has been suspended from the Polytechnic may appeal to the Principal in writing within 14 days stating any ground of appeal.

     The Principal may after giving the student a reasonable opportunity of being heard and after considering any report of the Student Disciplinary Committee (SDC), confirm the order of suspension by the SDC, quash it or vary it. In varying the penalty of suspension, the Principal could reduce the penalty or mete out a more severe penalty (such as expulsion, lengthen the period of suspension).

     Pending a decision on any appeal, a student who has been suspended by the SDC is to comply with the order of suspension.

     Any decision made by the Principal upon appeal is final.

     

    Appeal Against Expulsion

    In accordance with Regulation 9 of the 91proÊÓÆµ (Students) (Conduct & Discipline) Regulations, a student who has been expelled from the Polytechnic may appeal to the Student Disciplinary Appeal Committee in writing within 14 days stating any ground of appeal.

    The Student Disciplinary Appeal Committee may after giving the student a reasonable opportunity of being heard and after considering any report from the Student Disciplinary Committee, confirm, vary or quash the order of expulsion.

    Pending a decision on any appeal, a student who has been expelled is to comply with the order of expulsion.

    Any decision made by the appeal committee is final.
